The Justice League faction is an umbrella group, designed to join various smaller superhero teams together into a large network of operatives and allies so that threats, from global to street level, can be handled as well as possible. They League also does quite a bit of humanitarian work and has offices in New York City as well as the orbital Watchtower headquarters. So, the JL is available for just about anyone who would care to RP with them.
Only the best and brightest are League material, though this is not defined in terms of power levels. While many of the Core Members of the Justice League are very powerful, that is not the primary consideration for membership. What really matters is that its members must all have the true elements of a hero, as they are often looked to as role-models as well as defenders.
History

The Justice League of America was originally formed under UN sanction, but it has since garnered support from the US government as well. Founded by J'onn J'onzz and a group of others, the original League went missing after an encounter with Brainiac. A second group of heroes refounded the League, and it has since regained its stature as one of the world's two foremost groups of superheroes. The League does quite a bit of humanitarian work, not simply "bad guy bashing," and is also home to some of the foremost charities in the world.
