The Watchtower is nothing short of a fortress, a vantage where the Justice League can very literally keep watch over the Earth. Originally built by Martian technology and since augmented with technology from Earth, Krypton, and other sources, it contains a teleportation array that both links with the Hall of Justice in New York City and allows team members to be teleported anywhere on Earth. It houses the meeting hall of the League; laboratory and medical facilities; an expansive residential complex for its various members; a public reception area and trophy room; advanced holding cells to contain even the most powerful villains; "The Kitchen," a fully functional virtual/holographic simulation center, similar to the X-Men's Danger Room; and the monitor banks, where various drones and detection grids send their data, acting as the remote eyes and ears of the League.

As for its defensive capabilities, the Watchtower has an armored exterior, powerful defensive forcefield, and is orbited by larger, more powerful drones that carry potent energy weapons. It also has powerful exterior sensors, enabling it to scan approaching objects to determine energy levels, physical composition, biological readings, and so forth, all checked against the League databases.

Like the citadel of a knight of old, the Watchtower rises a thousand meters tall with over fifty different functional levels. The surface is made of an extraterrestrial, non-ferrous metal alloy, gleaming silver by light of sun or stars. It is shaped like a cylinder encircled by various structures, including two broad outer rings of decks, the upper smaller and the the lower larger. The central column of the Watchtower is topped by a superstructure of antennae and communications equipment, while it continues down, widening at points for greater internal space, and eventually terminates at the lower end in a large emitter array, pointed line a gleaming finger at the planet below. Golden lights dot and ring the exterior, and large entry ports near the lower end allow access to the entrance bay for various spacecraft or spaceworthy individuals. The Justice League sigil is emblazoned along one side of the tower in brightly polished gold, large enough to be viewed clearly from hundreds of meters away. Finally, a number of smaller, independently mobile drone satellites orbit the Watchtower, providing additional defenses and sensory capability.
